Public Agencies (PA), Critical Infrastructure Entities (CIE), and Tribal Lands Authorities (TLA)

PA, CIE, and TLA daily and emergency wireless:
PA, CIE & TLA provide infrastructure (antenna sites, backhaul, power, maintenance, etc.) for the Telesaurus ITS & Environmental networks on its 200 & 900 MHz spectrum (see Spectrum).
PA, CI & TLA take back in trade permanent daily capacity, and multiple-X capacity preemption in emergencies.
Uses the broadcast & two-way modes.  Secure encrypted broadcasts to authorized personnel.
Long-range cost-effective, mission-critical digital technology: TETRA 1 & 2, TEDS, ISDB-Tn, other.  (See, e.g., www.rohill.com, www.sepura.com,  www.tetramou.com, ETSI-TERTA.)
Integration with 5.9 GHz ITS & 4.9 GHz PS in mobile & fixed-location WLANs: see Solutions-ITS.
All IP voice & data, up to several-hundred kbps mobile. 
“Public-Private-Nonprofit” is best model for major new regional mission-critical wireless. 
PA & CI are most important core users of ITS wireless, since they govern and maintain the major US transportation and related power infrastructures, and they have large vehicular fleets.  And, intelligent transportation and power should be integrated: see our ITS-V2G page. Also, TLAs are also involved in substantial roadway and energy facilities. 
Especially good for additional, and redundant, mobile data and location capabilities. 

PA and TLA emergency quick-deployment wireless:
Same tech and equipment as above, but use of portable repeaters & strategic caches of equipment.
Telesaurus plans this on nonprofit basis, with little or no charge to agencies.

Skybridge Foundation TLA Program
Same equipment as above.  In addition, ITS broadcast and location equipment: see ITS Radiocomm and other pages below. The same datacasting with complementary two-way communications (more spectrum and cost effective than two way wireless by itself) can be used to serve fixed enduser sites for educational, Internet-access, and other purposes (not only ITS specific ones).
Spectrum will be made available to TLAs (along with the equipment, once it is ready) via the Skybridge Spectrum Foundation, a Delaware nonprofit corporation established in 2006 (see Telesaurus page).  The LLCs on the Telesaurus page have firm commitments to contribute exclusive rights to the spectrum on the Spectrum page in tribal land areas to the Foundation for it to provide to TLAs under this program. 
The spectrum and equipment are especially robust, cost-effective, and suitable for major tribal lands in rural areas, and providing these via a nonprofit foundation will further reduce costs.  



These  ITS, environmental, PS-CI-TLA daily, and PS-TLA emergency wireless forms are highly complementary.
