Proposition 13 amended our State Constitution to prohibit increases in local taxes unless the voters first approve the tax-hike by a two-thirds majority.
The career politicians in L.A.’s City Hall, however, routinely ignore the law they took an oath to uphold. They think it’s okay to raise taxes as long as they don’t use the word “taxes.” Instead, in their view, all they need to do to comply with the law is call the taxes “fees.”
The latest new tax, proposed by the City Council yesterday, would cost apartment owners $15 per unit per year to start. You and I know taxes like this always go up, up, up. Eight million dollars a year now, maybe ten, twenty, next year? Oh yeah, and the landlords will supposedly collect half the “fee” from their tenants.
How does the City Council justify this proposed illegal tax hike -- er, this completely legal new fee? They say the revenues will pay for the pick-up of bulky items. They say that, of course, because everyone supports the pick-up of bulky items.
That is the same reason that, when they raised your taxes last year by increasing the charges for trash pick-up at houses, they said it was to pay for police. They never mention what they’re doing with the rest of the $6.7 billion in revenues they receive -- and spend -- each year.
