You could NOT make this stuff up.

The quoted language comes from a 56-page request for proposal published by your Department of Water and Power, for “Lactation Specialist Services.”

Forgive me for saying so, but anyone too stupid to operate a breast probably shouldn’t be trying to operate high-voltage equipment, or managing our water supply.

This does help explain, however, why they’re draining Silver Lake to eliminate the contaminated water, and why we always have power outages in the summer.

Anyhow, your original proposal and five copies are due at 2:00 p.m., and “[a]ll proposals shall be opened publicly on March 7, 2008 at 2:05 p.m.” at “111 N. Hope Street, Room 567, Los Angeles, CA 90012.”

And while you’ve got your calendar out, please note that about year later, on March 3, 2009, you’ll want to vote for a new Mayor who won’t milk taxpayers, namely, yours truly, Walter Moore.
