Most of the banks do not have a « bureau de change ». Compare different rates in small exchange booths and banks, especially near the Opéra or rue du Faubourg Montmartre and factor in the commission charged. They can also be exchanged at American Express, 11, rue Scribe, 75009 Paris, M° Opéra, tél. 01 53 30 99 00 , Mon. through Sat., hours : 9- 6 :30pm, and on the weekends at the Gare du Nord and the Gare de Lyon. One can find exchange booths at all major train stations; though the best rates are not usually found there. They are often open when regular "bureaux de change" are closed, so are handy in a pinch. Avoid carrying large amounts of cash with you at one time. • The small exchange booth, inside the travel agency « Voyages Montparnasse » at 95, boulevard du Montparnasse (past the M° Vavin station in the direction of the Montparnasse tower) has very good rates and is very convenient. Tel : 01 42 22 72 50, Mon. through Friday. Hours : 9:30 – 6:15 pm. • Banking hours are traditionally : Monday–Friday, 9 am – 12 pm and 2 pm – 4 pm. Closed Saturdays and lunch hours. However, your bank may be open at lunch, stay open later, or be open on Saturdays and closed on Mondays. Check the hours posted on the front door. Should you open a bank account? • If you have enough traveller's checks to last the semester, or are able to access your funds with your US bank ATM card, there is no real need to open an account. • Traveller’s checks: You should record the numbers of your checks and keep this record in a different place from your checks. If you lose them or they are stolen, report the loss to a Commissariat de Police in Paris and to the issuing bank immediately. If they are American Express checks, report the loss to American Express (see address above). • For full-year students: The main advantage of a bank account (savings) is that you can have money wired to you from the States, (however, this can take up to 3 weeks) and have an automatic teller card for quick cash. The nearest bank to Reid Hall that will open an account for full-year students is the BNP, on the boulevard Montparnasse located between the rue de Chevreuse and the rue de La Grande Chaumière. Tell them that you are a student at Reid Hall, as they are used to student accounts. If you need a letter from the Program in order to open an account, ask for it in the office. Warning: Before returning to the States, make sure your account is not overdrawn. You must close your account well before you leave. Notify the bank four weeks before you leave that you will be closing the account and the date. •Information regarding US ATM cards Cirrus and Plus (NOT NYCE): Recently the expansion of the Cirrus and Plus ATM network throughout Europe has made it more practical for students to use their domestic bank accounts •However, you should not rely on it for large transactions until you have used it and are assured that it works with your home bank account. Despite reassurances from their US banks, many students have not been able to use their cards in French ATM machines SO, until you have used the card several times to assure its viability, have an alternate and sure means for obtaining large amounts of funds from home. If you have an ATM card that allows access to Cirrus or Plus, this may be the easiest way to have money sent to you. • Since all transactions are conducted in the currency of the country in which you are using the ATM, you will receive euros from ATMs in France. The conversion from dollars to euros is made at the prevailing rate of exchange. A service charge is assessed for each transaction depending on the Parisian bank you use, so it would be best to withdraw larger amounts. • With a Cirrus or Plus ATM, having money sent to you is a very simple process: your parents deposit dollars into your US bank account, from which you can then receive French currency automatically, for only the price of the transaction fee. The ATM machines that use these two cards have stickers on the window which indicate that they can be used there. (Most Banque Nationale de Paris branches can be used for CIRRUS and Plus, the post office ATM machines, the major train stations.) Vous y trouverez des descriptions de toutes les curiosités de Paris. •Les Journaux : Le Monde (le bureau du VWPP programme est abonné au Monde, disponible tous les jours au bureau), Le Figaro, L’Humanité, Libération, Le Matin, Le Canard Enchaîné, parmi d'autres. Lisez un journal tous les jours. Il y a aussi des journaux à consulter à la bibliothèque de Reid Hall. •Un dictionnaire bilingue français–anglais et un dictionnaire français avec définitions : Le Petit Robert, Larousse (poche), Le Petit Larousse, Robert & Collins. •Le Nouveau Bescherelle, 1. The American Hospital accepts credit cards, and Blue Cross/Blue Shield may reimburse you for treatment there in out–patient care (after you have paid for the services). If you are covered by Blue Cross/Blue Shield, in–patient hospitalization is covered. • Medical insurance forms are available in the office for students who have Wesleyan or Vassar Health Insurance. IN CASE OF IDENTITY CHECKING AND POLICE CUSTODY identity checking Principle The police officers can at any time verify your identity and the regularity of your stay in France What do you have to do? Always carry with you a photo ID and stay permit “carte de séjour” or any other document authorizing you to remain in France. What happens if you cannot justify of your identity? You can be retained in custody by the police force during 4 hours (maximum) for verification What are your rights? - inform the person of your choice (preferably the Director of the VWPP) - read the minutes prepared by the police officer and keep a copy thereof. You may refuse to sign it or add any information not mentioned therein POLICE CUSTODY Principle If a police officer suspects that you committed or tried to commit an offense, he can decide to retain you at the police station What are your rights? - the police officer will provide you with information on your rights and on the reasons of the custody in a language you understand - the initial duration is 24 hours maximum, but it may be extended until 48 hours (subject to authorization by the public prosecutor (Procureur de la République)) or even 4 days for act of terrorism or drug dealing - see a lawyer at the first hour of custody (the duration of the interview is 30 minutes maximum) and then at the 20th hour - request that a police officer inform any third party (until the 3rd hour from the beginning of the custody) - be examined by a doctor at any time - obviously, not to be hurt or be submitted to any kind of violence whatsoever - the police (of the same sex as you) can perform a body search (fouille corporelle) OUR RECOMMENDATION • Inform the Director of the VWPP as soon as possible Cooperate with the police force: refusing to do so may be treated as an offense of rebellion (3 years of prison and 3,750 euros fine) Read the police report very carefully: you can refuse to sign it and possibly add to you even some precise details, in particular if one of your rights was refused to you. LES BIBLIOTHÈQUES À PARIS Vous pouvez également travailler dans les bibliothèques municipales d’arrondissements, à la Bibliothèque Pompidou, dans les bibliothèques universitaires (Bibliothèque Sainte-Geneviève par exemple) ou à la Bibliothèque François Mitterrand. • Il y a au moins une bibliothèque municipale par arrondissement. Nous vous distribuerons la brochure de ces bibliothèques municipales. Vous pouvez obtenir une carte des bibliothèques municipales de Paris en vous inscrivant sur place avec votre passeport : vous pourrez ainsi emprunter des livres, et même des DVDs ou Cds à domicile. http://www.paris.fr/portail/Culture/Portal.lut?page_id=6528 • A la Bibliothèque Pompidou, qui se trouve dans le musée mais a une entrée séparée, vous pourrez consulter les livres directement (pas de prêts) et même consulter internet , le tout gratuitement. Attention cela dit, les week-ends et juste avant les examens à la fac, il y a parfois de TRES longues queues. • A la BNF (Bibliothèque François Mitterrand , ouverte à partir du 17 septembre), vous pourrez vous procurer pour 18€ un pass annuel qui vous permettra d’accéder gratuitement à la bibliothèque « haut-de-jardin » (bibliothèque d’étude) qui dispose d’ordinateurs avec accès à internet, ainsi qu’aux nombreuses expositions que proposent la BNF, sur les deux sites François Mitterrand et Richelieu. Le site de référence français pour savoir tout ce qui passe à Paris est http://www.allocine.fr/ • http://www.fr.lastminute.com/ est le « orbitz » franais et vous permet de bénéficier de tarif avantageux lorsque vous achetez des billets de train, avion ou que vous voulez partir dans le cadre d’un voyage organisé. • www.sncf.fr vous permet de faire vos réservations de train par internet depuis chez vous, de poser des options pour vos réservations puis de retirer vos billets sans faire la queue à une borne automatique. • http://www.francebillet.com/ vous permet de réserver des billets en ligne pour des pièces de théâtre, des concerts ou même des évènements sportifs. • www.paris.fr est le site de la ville de Paris où vous trouverez tous les renseignements qu’il vous faut concernant Paris. • Sur www.ratp.fr , facilitez-vous la vie en préparant vos trajets à l’avance : donnez votre adresse de départ et votre adresse d’arrivée et le site vous explique comment y aller !
