Exoplanets and brown dwarfs have surprised us because of their unexpected diversity, from short and long term giant planets, super Earth mass planets, to free-floating planetary-mass objects. They are challenging our understanding of planetary and stellar formation and evolution, and the detection and characterisation of lower mass planets, rare planets, ever fainter objects are a strong motivation for the development of new technologies. This meeting will focus on the technological developments that are needed to make significant progress on the observational front that will lead to cutting edge discoveries of new types of exoplanets and brown dwarfs such as habitable rocky planets and Y dwarfs. It will provide a venue to encourage interactions and synergies between specialists in different technologies. The meeting will be held in Shanghai, China. The participants will have the opportunity to witness the total solar eclipse of 22nd of July 2009, which will last over 6 minutes (the longest of this century).
