The new licensing system: From 1st January 2008 there are just two forms of licence for inland pleasure craft instead of three - for craft under 20m (Plaisance) and for those 20m-39m (Grande Plaisance). Licences can only be gained at an approved school.

The minimum age for the helmsman of a small craft is 16, but a person of 15 may take the wheel under supervision by a certified person. The course involves a short practical on a small craft, and the applicant then attends at a regional centre for a test of knowledge of the CEVNI rules (see below for details). If successful he gains the permis “Plaisance” valid for pleasurecraft up to 20m.

For a larger vessel the minimum age is 18, and the applicant must already hold the permis Plaisance or an accepted equivalent. He must now do a further 4+ hours study of boat management - safety procedures, engine basics, elementary fire fighting etc - and 5+ hours practical knowledge of basic manoeuvres and operational control of boat and crew on an appropriate vessel, entered in a Livret d’apprentissage (service record book) by the principal of the boat school. He then gains a permis “Grande Plaisance”. 

The practical effect:  Existing holders of the old PP licence need have no concerns. This continues to be valid “till death” for pleasure vessels up to 39m or more.

The UK ICC with Inland Endorsement is valid for vessels up to 24m and is accepted in France (and continental Europe generally). This is renewable every five years.

An ICC can presently only be issued to a UK citizen or resident, but we have been instrumental in proposing an amendment which would mean anyone was eligible. A decision on this is expected in the near future.

So the people who need the new Extension Grande Plaisance licence are those who are not eligible for an ICC, those with a pleasure craft over 24m, and those engaged in any form of commercial activity such as taking paying guests. This latter group need a GP as a first step in gaining a commercial licence.


THE “THEORY” ELEMENT OF THE NEW FORMAT
Applicants who require a GP must do the French small boat test before they can gain the extension certificate for larger craft. They will find that the test of knowledge of CEVNI is now computerised. There are only 25 questions now rather than 36 with the old test, and the candidate must get 21 correct answers. The link below gives some approximate idea of the form of the questions. Each one must be answered within 30 seconds, and once that time is elapsed a question cannot be revisited. This means they must now be answered in order, and there is not enough time for use of a dictionary during the test.

If you need to get a GP we suggest you buy the two Vagnon books and work your way through them as best you can. Do the practice test questions in the book, and then try the similar ones from the link below. Do not despair if you find the links overwhelming at first sight. Try a set of questions one day and then again a day or two later - you’ll find you get used to seeing the words and knowing what they mean even if you could not pronounce them or even write them without copying. It all gets easier as you go on (it  really does !!!)

ESSENTIAL STUDY MATERIAL
The two essential books for the certificat Plaisance theory are:
Code Vagnon - Permis Fluvial
Tests Vagnon - Permis Fluvial
 
The first one sets out everything in the syllabus for the theory element of the exam, and all that has to be done to apply for it. The second book has 300 self-assessment questions on the various parts of the syllabus. They are in French, and people with poor command of the language might find the RYA Book written by Tam and available from us useful - also our glossary of “boaty” words -   glossary
It must be remembered though that the test is in French and it is essential to get to recognise the words used.
