Six million dollar budget approved for RCSD  2008/2009. Woods praises new General Manager Stewart

Jack Stewart became General Manager of Rosamond Community Services District (RCSD) on Wednesday, August 27, 2008, when directors unanimously voted to hire him full time to manage the District.

Former California City Manager, Stewart filled became "Interim General Manager" when Bob Neufeld resigned in April 2008 to join a water agency in San Bernardino.

Rosamond Community Services District (RCSD) President Greg Woods praised new, permanent General Manager Jack Stewart for his "sharp pencil" in cutting nearly $140,000. out of the 2008/2009 budget which directors unanimously approved at the regular meeting held on Wednesday evening, August 27, 2008.

The new budget shows a 37% increase in total revenue coming from water, sewer, street lighting and parks. Total expenses rose to $5,934,100, an increase of $1,608,714. over last year.

Salaries and benefits made up 52% of expenses with another 23% going to general and administrative expenses and direct operating expenses making up the final 25%. Divided by service category water expenses accounted for 50% of expenses, sewer 30%, parks and recreation 19% and street lighting 1%.

Service charges provide $3,600,895 of RCSD's operating revenue. Parks generate revenue of $383,470.
