State of California SB 194 - As of 2005, SB 194 required that all “Security Workers” within the State of California be registered with the California Department of Consumer Affairs, Bureau of Security and Investigative Services. This registration requirement includes an application and a full background check by using Live Scan fingerprinting. See the link for exact details: www.dca.ca.gov/bsis/forms_pubs/ppso_fact.shtml. This bill creates a NEW type of security guard within California, the Proprietary Private Security Guard or PSO.
State of California SB 666 - This is essentially the second part of SB 194. This bill adds in a mandatory training requirement for all “Security Workers” currently not working for a single private security company or a PPO. Although the actual training for the PSO Guards has not been developed, please check back monthly and you will see the actual training components that will be presented to the Department of Consumer Affairs, Bureau of Security and Investigative Services for approval.
The CEO of Nightclub Security Consultants, Robert C. Smith, was selected as the Chairperson for the committee mandated by law to create and write the training requirement for SB 666. There are monthly committee meetings where the group is actually creating the training program. Keep checking back for more.

State of California SB 741 - The final bill that created penalties for any employer or employee who does not comply. It better defined the overall program. SB 741 was signed into law October 1, 2009. This final law will now mandate for all In House Security Guards or Bouncers to have a full criminal background check, a registration with the Department of Consumer Affairs and 16-hours of job specific training.
