Why was HMRC unable to provide basic tax information?

S Coomber was unable to provide basic information about tax points, then later, when he did give the information it was misleading, see points six and seven in the schedule. He was later withdrawn from the investigation. See point twenty-five in the schedule.

In this conversation S Coomber says that he did nothing wrong and then threatens to hang up.
