International Preparedness
Flu pandemics know no borders. If H5N1 develops the necessary changes to be efficiently transmitted in one country, it will spread to people in other countries in a very short time. Thus, international institutions such as the World Health Organization (WHO) will play an important role in the pre-pandemic period.
