The Minutes of 19th June 2009 had been circulated and taken as
read and were confirmed and signed.
3. MATTERS ARISING - None
4. CORRESPONDENCE
4.1. Road Closure – North End Lane between Mill Lane and High Street
commencing Sunday 23rd August for three consecutive Sundays.
4.2. The Queen’s Head – We have received a response to our letter
from the Chief Executive of Punch Taverns. They are seeking a
manager and hope to reopen soon after which they will consider
refurbishment of the premises.
5. POLICE
5.1. Dave Witherspoon reported 8 thefts had been reported in Darwin
Ward during July. Including theft from a vehicle from High Elms.
5.2. Safer Neighbourhood Panel – At their recent meeting the Crime
Cash Back Policy was discussed. This is money received from the
proceeds of crime and is to be given to good causes.
5.3. The Safer Neighbourhood Team would like another vehicle to
cover Darwin Ward. Currently, they share a car with Biggin Hill.
6. ROAD SAFETY
6.1. D.W. - Dave Jackman & Dave Chilvers have both retired. J. King is
the new Traffic Engineer.
6.2. A 20 mph speed limit is to be imposed in Jail Lane between Charles
Darwin and Cudham Schools.
6.3. D.W. – Reported there is no legislation which covers 20 mph speed
limits, which brought into question enforcement.
6.4. T.L. enquired about the yellow lines which appeared around the
pond. Chairman replied these were installed then removed due to
a misunderstanding regarding what should have been temporary
no parking signs for the Air Fair. Yellow lines were due to be
renewed and the workmen could see faint lines around the pond
which had been removed. So they thought they should put them
back as there were no parking signs on the lampposts. It should be
noted that in future there will be no yellow lines in the conservation
area, they will be Primrose Yellow instead.
7. COUNCILLOR BLOOMFIELD
7.1. Dr Taylor of Petley’s Farm would like to know what would be
acceptable to Bromley Council regarding the old barns area.
7.2. Road surface by the Village Green – A meeting was held with Nigel
Davies regarding the disappearance of the road surface and also
the surface of the footway next to 17 High Street. It was agreed
that the road will be repaired and also the surface of the footway.
7.3. It was suggested that Marc Hume should be written to for support
regarding the various defects in the highway and street furniture.
he is concerned as to cost on his restricted budget.
7.4. The seat in the village centre is in hand and it is proposed to place
oak posts to protect the seat from future damage by vehicles.
7.5. Wash House Picnic Site, North End Lane – Mrs Powell remarked
the site has not been cleared back to its boundaries. The litter bin
has not been replaced.
7.6. Planning Department has staffing problems at senior level. The
Chief Planner has had an eye operation and his hours are very
restricted at present. Peter Martin is in Australia due to a
bereavement and Nigel Davies is on holiday. Leaving just Tony
Stuart to manage the department.
7.7. The plans for the new Vicarage at Cudham on the site of the Parish
Hall have been lodged and are controversial in Cudham. Some
residents want to retain the hall & some build a new hall in the rec.
The proposal contains three elements. The Vicarage, conversion
of part of Cudham Church for community use and the installation
of a kitchen and toilet in the tower of Downe Church. They really
should be separated into three applications if approval is to be
attained.
7.8 “Romney”, Luxted Road - The large circular sign has been given
permission and it is to be questioned whether such signage should
be permitted in the Green Belt and in an Area of Control of
Advertisements.
7.9. “Maples”, Single Street - Front gates and fencing amended plans
have been submitted having recently lost their appeal.
7.10.‘The Chalet’ North End Lane – This application was refused but
part of it may be permitted development.
8. DOWNE VILLAGE CONSERVATION AREA STATEMENT
A Public Consultation was held over this document, villagers
residing in the conservation area had been informed a meeting
was to take place in the Village Hall. Attendance was very poor
and Council Officers can only assume residents are satisfied.
9. WORLD HERITAGE SITE
At the Steering Group Meeting a sub committee was set up to
create a programme for the assessors visit. DP & DW will
represent the residents.
10. PLANNING APPLICATIONS

4.CORRESPONDENCE
4.1THE QUEEN’S HEAD – A letter to the Chief Executive of the owners of the pub, Punch Taverns, was read to members who approved the letter be sent enquiring about the long closure and its future.
4.2Borough Briefing was circulated to members.
5.POLICE
D.Witherspoon reported that there has not been a panel meeting recently. Cycle training has taken place for officers at the Downe Activity Centre.
There have been many incidents of break-ins to outbuildings lately.
The Bromley Community Engagement Forum is meeting at the Bromley Football Club on 2nd July. The Police Commissioner will be answering questions and it is open to the public. 6.30 for 7pm.
6.ROAD SAFETY
D.W. informed us there had been four fatal accidents in the
Bromley area recently.
Repeater speed signs have been installed along Shire Lane.
The bridleway/footpath from Cudham Lane North near the Girl Guide Camp will be closed from 27th July to 8th August for a Scout Jamboree.
7.COUNCILLOR BLOOMFIELD
7.1.Shire Lane woodchip storage – This use is the subject of an Enforcement Notice.
7.2.The sign outside ‘Romney’ Luxted Road has been removed. Members informed our Cllr. the new large gallows type sign remains which was the subject of the enquiry.
7.3.Christmas Tree Farm – The Council have requested a planning application be made for the Chalet building in the centre of the yard.
7.4.Downe Court Manor – there are various issues being dealt with by other agencies.
7.5.A night duty police patrol car will operate in Darwin Ward to counteract the increase in crime.
7.6.The chair of the Safer Neighbourhood Panel has informed him there has been 67 non-residential burglaries, 28 of which were in the last month.
7.7.Planning Department – This is under even more pressure as the Head of Development Control, Bob McQuillan, has been in hospital and it is unlikely he will be able to work for some time. This leaves Chris Evans, Tony Stuart and Peter Martin to share the workload.
7.8.High Street deep clean – Our councillor picked up our request to Cllr. Smith to deep clean the village centre Air Fair weekend as there should be no cars there. This will be done.
7.9.Jail Lane – between Old Tye Avenue and Cudham Primary School. It is proposed to bring in a 20mph speed limit.
7.10.Rookery Villas, Rookery Road. The gates erected there are lawful.
7.11.Orchard Car Park, North End Lane – Parking tickets issued there will be raised by our Councillor.
Dave Evans withdrew for another engagement at 9.30pm.
8.Wash House Picnic Site, North End Lane – The site has been the subject of complaints as it is overgrown and often has dumped rubbish. It will be the responsibility of the Countryside Management Service in the future.

10.DOWNE VILLAGE CONSERVATION AREA STATEMENT

11.ANY OTHER BUSINESS
11.1Gully by Village Pond – Fencing and Men at Work signs had been around the gully for weeks. Awaiting reply from Jim Raggett.
11.2New Road Hill gully - Work will commence soon on the gully when the Japanese Knotweed has been treated.
11.3Mrs Powell asked our Councillor who is now responsible for hedge cutting in High Elms Road as Mr Tremaine’s land now starts the other side of the bridleway? Both the bridleway sides and the road must be kept cut for safety reasons, the tops must be cut as well as the sides. Cllr. will look into the matter.
11.4Mrs Powell also asked for our Councillor to assist in getting a better surface on the footpath between 15 & 17 High Street where the garage to 17 was erected. Footpaths Officer says its for Highways to deal with it and vice-versa. Cllr. will take it on board.
11.5High Street hedges. What was once Petley’s land adjoining the High Street has been sold and since it has new ownership the hedges have not been cut. The Council has never told us who owns the land. It is getting out of hand and will soon grow into trees, the Council have cut around the street lights but no more.
11.6D.W. has been informed of a campaign to create a bridleway from Luxted Road to the village by way of the public footpath adjacent to ‘Moonrakers’ in Birdhouse Lane. He was concerned that he had heard nothing about a petition and he is on the Road Safety Panel. Our association had enquired about the possibility several years ago starting adjacent to Northfield Cottage across Downe Court land crossing Cudham Road and linking into the High Elms Road bridleway. Nothing was forthcoming.

3. MATTERS ARISING
3.1. Airport Tours - D. Witherspoon took up the invitation and toured the
predominantly business area.
3.2. Safer Neighbourhood Panel – S. Jewell stated he has been invited to join the panel as he works with young people.
4. CORRESPONDENCE
4.1. Road Closure – A Traffic Order for the closure of Shire Lane on Sunday 5th July 2009 between High Elms Road and North End Lane has been received. This should only be for one day so BT can carry out duct works.
This will be followed by two further days when temporary traffic lights will
be used near North End Lane for one day and Church Road the next.
4.2. DW reported that Luxted Road will be closed when BT replace the over-head cables and poles sometime in September for one week.
4.3. Blocked gullies – BP had reported gullies blocked and J.Raggett of
Bromley Council thought they had been cleared as the contractor had
billed LBB for the work. J. Raggett found the work had not been done
and he personally supervised the clearing of all gullies in the High Street
and Luxted Road.
4.4. Pavement outside “The Lilacs”. This is difficult to walk upon due to the
slope. Bromley Council have offered to put in a proper kerb or reset the cobbles higher. They have asked our preference. Mr Davis of The Lilacs would prefer the cobbles reset and the pavement more level and the
committee agreed.
5. POLICE
5.1. DW reported the damaged village tree seat to the police. The damage
occurred during the night. Bromley Council have offered to replace the
damaged section.
5.2. There has been a large number of breakins in particular of sheds.
5.3. Black tyre marks are on the road at Berrys Green and outside Charles
Darwin School caused by deliberately skidding.
6. ROAD SAFETY
6.1. A speed limit of 20 mph is being looked into by Cllr. Smith. We qualify as Green Lanes and junctions can be extended and chicanes created. Our
Chairman remarked that they surely must be accident spots to justify the
works and expense.
6.2. TL asked what is the speed limit in Shire Lane? Reply 40mph. He then asked why there are no repeater signs there? Especially considering the high accident rate. DW to enquire.
Councillor Bloomfield joined the meeting at this point.
6.3. TL bought to our attention that when the road sweeper has swept North End Lane it leaves large flints in the road which have washed down the unmade roads. i.e. Standard Road, Orange Court Lane and Bogey Lane. Cllr. will look into the problem.
7. WORLD HERITAGE SITE
7.1. At a recent meeting of the Steering Group it was noted that the village
parking problems were not nearly as bad when Great House Meadow is
open for parking.
7.2. Visitors to Down House average 400 daily and on Easter Monday there were 820.
7.3. Parking Attendants operate here at weekends and a car parked on the
Orchard Car Park received a PCN of £100. They have been advised to
appeal.
7.4. English Heritage are to seek planning permission to use Great House
Meadow for more than 28 days a year. This was unthinkable 10 years
ago and our chairman has been trying to find out what has changed.
Our chairman and vice chairman met with Rowan the gardener at Down
House and he maintains that Darwin’s research there was further into the
field, so parking near the hedge was alright as it was not so important.
7.5. Concern was raised as to the poor sight lines from the field. Our Cllr
remarked that a mirror in the hedge opposite may solve the problem and
EH will have to seek Mr & Mrs Tremaine’s permission to do so.
Cllr Bloomfield also commented that if permission was forthcoming there
would be conditions attached. Possibly limiting the number of days a
year, but we need to see an application first.
J.L commented that it is the only solution to the huge problem.
John Isbell left the meeting at this point.
8. AIRPORT – Our Councillor reported that the Biggin Hill Heritage Centre has been approved by the council. DW commented that our Cllr spoke very well in its favour.
9. COUNCILLOR BLOOMFIELD
9.1. The Lilacs Luxted Road - Cllr stated it is the year end for the council and there is enough money for small projects such as the pavement there.
9.2. Rookery Villas – A tenant has requested a gated entry there which is not part of their planning permission.
9.3. Shire Lane – The Borough is looking at ways to reduce accidents and
speeding there.
9.4. Land to the rear of Holwood Cottages – The storage of logs and wood – chips is being investigated by the council.
9.5. Romney, Luxted Road – The advertisement sign, the owners have been invited to submit a planning application.
9.6. Christmas Tree Farm – The chalet there may have been sited without the benefit of planning permission and will be looked at by the council.
10. PLANNING – DECISIONS

11. AIR FAIR
11.1. DW attends their meetings and informed us that the gates will close at 2pm and we await a Traffic Order.
11.2. TL asked how are golfers expected to leave when the traffic flow is
against them until 2pm? Can provision be made for them?
DW will follow the matter up.
11.3. Our Sunday Teas dates are 2nd August and 4th October.
11.4. This was Ted Longhurst’s second meeting and it was proposed that
he be invited to join the committee. A unanimous vote was taken and
the chairman welcomed him as a co-opted member.

1. TO OPEN THE MEETING - The Chairman welcomed T.Longshaw who has shown a keen interest in the work of the committee.

Councillor Bloomfield has to leave the meeting early so it was decided
not to follow the order of the agenda and deal with the Councillor’s business initially.
6.1 VILLAGE PARKING – In response to our Cllr’s inquiry regarding how the village coped over the Easter Bank Holiday with visitors, our chairman stated it was appalling. He produced photos of gridlock on the Monday at 2pm in the village centre. Pavement parking was everywhere and cars parked in Great House Meadow numbered over 100 and over 40 in Down House car park. Plus those parked at Christmas Tree Farm and in every conceivable place in the village gives a good idea of the unbelievable numbers and the chaos created here.
T.Longshaw complained about a huge coach which recently came up High Elms Road, it took 45 minutes. It came from Kent and TL wondered why there were not given a route? Chairman replied they are meant to come via the Keston Mark and through the village, but getting the message to the driver of the day is the problem.
J. Lambourne asked if there was an overall plan to cope with the visitor numbers? Chairman replied it is the absence of a Visitor Management Plan that is the problem. There has been much talk and a survey, but nothing has been actioned either by English Heritage or Bromley Council.
We wrote to Dr. Simon Thurley, Chief Executive of English Heritage and
Chief Supt Griggs of Bromley Police about the number of visitors invading our village on a daily basis. Dr Thurley replied eventually leaving us to confer with Richard Freeland, but we have not heard from Ch Supt. Griggs. EH’s advertising campaign in London and the south east marking the 200th anniversary of Charles Darwin’s birth, along with the many TV and radio programmes produced chaos here.
Resulting from our letter, EH called a meeting at Down House which included the Police, Fire Service & Council Officers. EH have withdrawn the large billboard adverts, but they remain on the buses & the tube. They claim the Timed Ticket system they used to operate does not work. Yet the Natural History Museum are doing so with the current Darwin Exhibition there.
The Council will consider extending the yellow lines after public consultation. Traffic Wardens do come periodically, but were absent on Easter Sunday & Monday. They have to volunteer for Bank Holidays.
The Chief Insp. of Traffic, Insp. Smith & Sgt. Martin along with the Vice
Chairman of The Safer Neighbourhood Panel attended and could offer no assistance to our plight beyond supporting more yellow banding for
the Traffic Wardens to book offenders – when they come.
Our Safer Neighbourhood Team only work one weekend in three and will not undertake booking anyone for obstruction. They claim they cannot prove who was the last car to park, so cannot do anything. (One car can cause obstruction in our lanes).
Cllr. Bloomfield said he could well understand our frustration and felt a meeting should be called by Bromley Council – not EH – with the view to get some results. He would like Mr Hooper for Traffic Wardens, P.Martin, Head of Heritage & Design, Insp. Smith, Richard Freeland for EH, Marc Hume Director of Renewal & Recreation and reps from Downe RA to attend.
Cllr. Bloomfield added that in the light of no acknowledgement of our letter to Chief Supt. Griggs he will take the matter further.
6.2. HERITAGE CENTRE AT BIGGIN HILL – Plans have been submitted.
6.3. PAVEMENT OUTSIDE THE LILACS & PONDFIELD HOUSE
This pavement is far from level and there is no kerb, just a cobbled edge virtually the same level as the road and pavement parking is making it worse. It was due to be attended to 5 years ago but got shelved. Secretary asked our Councillor if anything can be done. He replied he has forwarded the matter to the appropriate officer for consideration.
6.4. TROWMERS – Brenda Powell is the Downe rep on the Advisory Panel for Conservation Areas and had enquired of our councillor why Trowmers (which is currently up for sale) is only locally listed when it has features by the courtesy of Sarah Wedgwood, Emma Darwin’s sister. Cllr. agreed that normally a Grade 2 listing is to protect the building internally as well as externally and he thought maybe this has been overlooked. Mrs Powell wondered as it had been altered so much over the years, perhaps that was why it is only locally listed. Councillor stated it is really contributing to Downe’s local history and will take the matter to the conservation officer.
7. DARWIN SAFER NEIGHBOURHOOD PANEL
The first AGM of the panel was held at Charles Darwin School recently.
Around 26 people attended who were chiefly panel members and included 9 residents from Downe.
Judith Cross said she would stay as chairman until the next Panel Meeting as there were no other nominations. The chairman and Sgt. Martin stated we were fortunate to live in a very safe area.
At the last Panel Meeting D.Evans attended with our panel member D.Witherspoon, with the view to replacing DW as our Panel Rep. The chairman and Sgt. Martin declared him as ‘unsuitable’ alleging he was asleep at the recent Panel Meeting. D.E strongly denied this claim and explained to our committee he was sitting in the only vacant seat which was a low sofa, where his eyes were at table level and his restricted view between the backs of two members was directly across the table towards a young lady member. To avoid causing her any discomfort he averted his gaze as much as possible, which could have been misconstrued as being asleep.
Judith Cross informed our Chairman that the Panel appoints new members – not our residents’ association – and she has someone in mind. She would not disclose their name as she claims she has yet to ask them. It was generally felt by members present that the manner in which the panel members are selected and officers appointed is undemocratic and cause for concern. Our Councillor will take the matter up with a Council Officer.
Our Councillor left the meeting at this point at 9.30pm and we returned to the remaining items on the agenda.
8. CORRESPONDENCE
8.1. Mrs Powell has been trying to get the High Street repaired near the Village Green since January. The officer responsible has says it needs special treatment, hence the delay.

14.4.The sign at the Cat Rescue at Romney, Luxted Road is highly questionable being in an Area of Control of Advertisements. As this now makes two signs at the premises, enquiries will be made as to whether this is permissible.

3. MATTERS ARISING
3.1. The Broom Bank application – there has been no contact with
D. Witherspoon regarding a Badger Survey.
3.2. The Green Roof Café at High Elms has been granted a drinks
license providing a meal is purchased.
4. CORRESPONDENCE
4.1. ‘Street Friends’ – A letter has been received from Bromley Council
establishing this new initative which involves volunteers litter
picking, reporting defective street lights , highway repairs &
graffiti removal.
4.2. High Elms Road – This will be closed for road works. (See Item 8).
4.3. Capital Community Assn. Grants – Leaflets passed to the church &
Village Hall via J. Isbell.
4.4. Gas works in the High Street and Luxted Road will be deferred
unless repairs become urgent.
5. WORLD HERITAGE SITE
5.1. The new application was submitted last month entitled ‘Darwin’s
Landscape Laboratory.’
5.2. Charles Darwin’s Birthday – 200th anniversary yesterday the
12th February and villagers were invited to Down House to view
the new exhibition which proved to be a great success.
5.3. A Civic Service will be held at St. Mary’s to commemorate
Charles Darwin’s Birthday on Sunday 15th February where the
Mayor of Bromley will attend and the Bishop of Rochester will
deliver the sermon.
6. POLICE
6.1. DW reported there has been a spate of shed & garage burglaries in
the area.
6.2 Both golf club car parks have had vehicles broken into.
6.3. Dave Witherspoon is standing down as our Safer Neighbourhood
Panel representative after three years. Chairman thanked him for
his services on the panel and commented a replacement will be
hard to fill. Dave Evans was asked and he replied he would give
the matter thought.
7. ROAD SAFETY
7.1. DW commented that today was the first day Down House is open
to the public and Luxted Road & West Hill were crammed full with
parked cars.
7.2. A Quiet Lane policy is being investigated by the Road Safety Panel
with a possible introduction of a 20mph speed limit.
The chairman raised the question of enforcing such a restriction.
8. HOLES IN HIGH ELMS ROAD
The Secretary had reported the edges of the roads were breaking
up seriously in High Elms Road to Bromley Council. They replied
the damage is not repaired unless it encroaches onto the main
structure of the road. The matter has been referred to the Portfolio
Holder for the Environment as these are narrow lanes and any
edges that breakaway can be dangerous. Work now underway.
9. VILLAGE HALL
J. Isbell reported the uncovered passage has been given planning
permission for a flat roof & skylight. This will mean that the kitchen
can be extended and refitted. Estimates are being sought and
Telda Peskett offered assistance with kitchen planning if required.
10. COUNCILLOR BLOOMFIELD
10.1.Airport – Cllr. stated that regarding concern about the Police Air
Support Unit helicopters using Biggin Hill 24/7, to date there has

decision to proceed with an application to build on the original
site at Leavesden opposite the Main Gate.

They do not have permission to be there either.
11. PLANNING MATTERS
11.1. “The Rookery” name change “Knox Villas” was because the Fire
Service were concerned that there could be confusion with
“Rookery Cottages” nearby. Many villagers disapproved of
Knox Villas and our Councillor contacted the owner and he has
agreed to change it to “Rookery Villas”.
11.2. Parsons Hill Field Luxted Road – All weather turnout arena
Appeal allowed.
11.3. BUCKSTON BROWNE FARM, WEST HILL – A public consultation
was held in the village hall on 7th February so architects could
consult villagers on their plans for converting the house into
four dwellings and building 5 houses. No application has been
made to date.

Downe Residents’ Association AGM
Downe Residents’ Association held their AGM in the Village Hall on 16th March 2009. The Meeting was chaired by the Residents’ Chairman, Derek Powell, and about sixty residents attended.
Biggin Hill Blue watch Firefighters gave a talk on fire safety in the home. They will, if requested, make a home visit and assess your home for fire safety, they can be contacted on 0208 555 1200 ex 32601.
Dave Witherspoon updated the residents on details of this year’s Air Fair to be held at Biggin Hill on 27 and 28th June. The gates open at 8.00 a.m. and flying commences at 11.45 a.m. continuing until 17.30. The traffic plan will probably be the same as last year – further details from the Biggin Hill Air Show website: www.bigginhillairfair.co.uk
The main concern for villagers was the increase in traffic and the inconsiderate parking experienced by residents since Down House reopened on 13th February. It was reported that over 160 vehicles were parked in the Village on the Sunday of the weekend previous to the AGM. At one point a fire appliance from Biggin Hill Fire Station could not access the village due to obstruction by parked cars. On another occasion the R8 bus from Orpington to Biggin Hill was suspended for the same reason. A member of Darwin Police, present at the meeting, reported that parking is now the responsibility of the Council and as such they could not issue tickets for parking offences!
It was suggested that an urgent meeting to discuss the traffic and parking problems be arranged between: English Heritage, Downe Residents, Police, Fire Brigade, Councillor Peter Bloomfield and London Borough of Bromley.

3. MATTERS ARISING - Seven hanging baskets have been installed
in the village centre by Bromley Council’s Parks & Green Spaces.
4. CORRESPONDENCE
4.1. BT Telephone Box at Luxted – No further action. The box is now
the property of the owner of Luxted Farm and the equipment will be
removed.
4.2. Bromley Town Centre Area Action Plan – Any comments to be
submitted by 6th February 2009.
4.3. Green Roof Café at High Elms – They have applied for a new
premises licence.
4.4. Borough Briefing has been received.
5. POLICE
5.1. Layhams Road Traveller’s Site had been visited in an operation
called “Autumn Harvest”. It involved the Darwin Safer Neighbour-
hood Team, DVLA, Trading Standards, Inland Revenue & Traffic
Police. An Environment Agency Licence had been granted to take
on site concrete, crush it and remove it. They had not removed it
and a large heap resulted.
The Travellers were dumping waste water and there are fears for
the effect on the water course.
5.2. A shed was broken into in West Hill and a lawn mower and a
cycle were stolen.
5.3. There has been criminal damage to a vehicle in Mill Lane.
5.4. The local Safer Neighbourhood Team had received an award for
their youth work and saddle marking.
6. ROAD SAFETY
6.1. Speed Checks in Cudham Lane. The mean speed was 31mph.
85% at 36mph.
6.2. The road safety adverts erected in High Elms Road have been
removed. If you were reading them on the bends, you were not
watching the road.
6.3. The Chairman raised the question of the number of road works
which are no longer lit at night. DW will take the matter up.
Cllr. Bloomfield arrived at this point having been to another meeting.
7. AIRPORT
Replies had been received about Police Helicopters being based
at Biggin Hill from John Horam MP and James Cleverly GLA. It
seems that they want to re-fuel after the airport closes. This would
require a change in the lease. We trust a Public Meeting will be
called, if or when an application is made to the Council by Biggin
Hill Airport and prior to any change in the lease.
8. WORLD HERITAGE SITE
8.1.The bid is to be resubmitted in January under the title of “Darwin’s
Landscape Laboratory.” A map was displayed showing the new
buffer zones.
8.2.The London Tourist Board and the London Development Agency
have conducted surveys on visitors. How they travelled here and
how long they have stayed in the village etc.
9. BROMLEY HOSPITALS TRUST
A meeting was held at the Civic Centre and our chairman attended.
An Independent Management Review was reported by Mike Taylor.
Mr Alderman the Trust chairman was present.
The Trust is £100m in debt plus £23m for wages. The proposal
Is to amalgamate the Hospital Trusts of Bromley, Greenwich and
Queen Mary’s. The Beckenham Beacon cost £23m and funding was
withdrawn but no adjustments were made.
The administration was reviewed by an appointed inspector who
made 40 recommendations, most of which have been carried out.
There will be no prosecutions over the mis-management.
The Primrose Centre housed in the chapel at the PRU are in
dispute with the management as they are expected to pay £40,000
p.a. in rent and they are a charity. The Primrose Centre thought
that they were getting the use of the premises free. They have
spent all their money fitting it out and are unable to use it.
10. COUNCILLOR BLOOMFIELD
10.1. New Hangar – residents of Jail Lane are protesting about the
siting of a large hangar near their homes. It is unfortunately
permitted development.
10.2. The conversion of outbuildings at Petleys goes before committee
on the 28th November.
10.3. Broom Bank, Shire Lane. There has been no request for a badger
survey to DW. The applicant has to arrange it.
10.4. Lower Hook Business Park – This has B6 & B8 use. B8 covers
warehouse sales.
10.5. Christmas Tree Farm chalet erected on site. No application has
been made so the site will be visited.
10.6. Grasslands Farm – This has been passed to the legal dept.
10.7. 17 High Street – The aviary there should have been removed over
a year ago. Case has passed to the legal dept.
10.8. Heritage Centre – Plans are being prepared for the Leavesden
site.
10.9. Maples, Single Street – The appeal for the fence and gates there
to remain has been dismissed.

5. PATRICK PHILLIPS – Head of Parks & Greenspaces.
5.1. Councillor Bloomfield and our chairman met with Mr Phillips and
it was agreed that 5 hanging baskets would be installed in the
village centre with bulbs for the winter and flowers in June.
5.2. The Japanese Knotweed problem at the foot of New Road Hill
will be dealt with in the Spring of 2009.
5.3. The beech tree outside Walnut Tree Cottage will be examined
and a decision will be made as to any further action.
6. TELEPHONE KIOSK at Luxted junction Birdhouse Lane.
The latest news is that it will remain thanks to Trevor Rogers but
the apparatus will be removed.
Our secretary will make one more appeal to BT to retain some
form of apparatus to service the area which has poor reception
on the mobile phone system.
7. POLICE
7.1. Fairlawn Stables, Farthing Street. Theft of JCB.
7.1. Downe Court Manor. Gates were rammed.
7.2. To ring the police on non-urgent matters dial: 0300 123 1212
this is to release pressure on the 999 system.
7.3. Speed limits in Main Road, Biggin Hill are under review and
there is a consultation running with Biggin Hill residents only.
7.4. A number of complaints were received regarding the advisory
signs erected in High Elms Road. Contact was made with the
Council’s Road Safety Department and they will be removed.
8. AIRPORT
8.1. There is controversy over a hanger to be built under permitted
development 100 yards from houses in Jail Lane.
8.2. Police helicopters. There is a rumour that they intend to use
Biggin Hill Airport 24/7 which is outside the lease restrictions.
We wrote to John Horam MP and James Cleverly our GLA rep,
who have acknowledged our complaint and will be in touch soon
9. VILLAGE HALL – Nothing to report.
10. COUNCILLOR BLOOMFIELD
10.1. Bromley Area Action Plan is out for consultation. Concern has
been raised over the tower blocks proposed and 2000 housing
units are planned to get people living in the town centre.
10.2. Land west of Broom Bank Reservoir – Permission has been
granted for fencing to retain sheep. We asked for a survey as
there could well be badgers there but DW has not been asked.
10.3. Bogey Lane. There is an investigation following a complaint by
a resident over the expense of measures to prevent the
dumping of rubbish.
11. WORLD HERITAGE SITE
11.1. A new bid has been submitted under the title of “Darwin’s
Landscape Laboratory” instead of “Darwin at Downe”.
The reason for the change in title is that the emphasis is on
the area where Darwin carried out his observations, rather
than the man.
11.2. A meeting of the Downe Community Forum is arranged for
24th October in the Village Hall.
12. PLANNING
12.1. Parsons Hill Field, Luxted Road – Appeal against refusal of
riding arena - Retrospective Application
12.2. Terrysfield, Luxted Road – Formation of all weather riding
arena 50m x 25m & stable block
12.3. Petleys, Luxted Road – Part demolition of existing barn/store
& two storey extension to existing stable to form two bedroom
ancillary accommodation. Listed Building Consent.
12.4. Grasslands Farm, High Elms Road. Enforcement action has
has been taken but building materials remain.

13.1. D.W. reported that the RSPCA had been called to High Elms
where 5 dogs had been abandoned.

13.3. D.Evans asked about the Heritage Centre at Biggin Hill. Our
councillor stated that the previously assigned site on the
Leavesden side of Main Road was to be persued with a
planning application.

The of 8th August 2008 had been circulated and were taken as read and DW asked that Item 9.3 be amended from helicopters to aircraft. Theamendment made, the minutes were approved and signed.
4. LUXTED FARM PHONE BOX
The chairman had invited Trevor Rogers of Luxted Farm to explain the situation regarding the telephone box which is on his land at Luxted.
Mr Rogers explained that he had received correspondence from BT stating
that they would be decommissioning the phone box as a result of lack of use. It could be left without the apparatus and there would be a fee of £1 to retain the box, but it would not be operational.
There followed a discussion and ended with agreement that we write to
Stewart Clarke and Peter Martin LBB asking for their assistance, even if it was only for 999 calls. Secretary to write to BT asking for it to be retained,
especially as there are no mobile phone signals in Luxted.
5. CORRESPONDENCE
5.1. We have been notified that the Planning Seminar is on 22nd November.
5.2. Bob Neill MP wrote in response to our letter on the sub-division of agricultural land, with regard to the response received from Ian Wright MP. Our correspondence has been passed to James Cleverly GLA member for our area.
6. MEETING WITH PATRICK PHILLIPS HEAD OF PARKS ETC.
6.1. Councillor Bloomfield and our Chairman are to meet with Patrick on
Monday 15th September to discuss hanging baskets for the village, tree
pruning in the High Street, the state of the tree pruned outside Walnut Tree
Cottage also the clearance of Japanese Knotweed in New Road Hill.
6. POLICE
6.1. DW reported that 6 arrests were made at High Elms for criminal damage.
6.2. Saddle stamping has been carried out by the Safer Neighbourhood Team.
6.3. There have been night burglaries in Downe Road.
6.4. A builders vehicle was stolen from “The Rookery”.
6.5. 20 mph speed limit. Enforcement is the problem.
7. ROAD SAFETY
Accident statistics were passed to the chairman. Local roads were very low
on the chart.
8. AIRPORT
There is a rumour that the Metropolitan Police Air Support Unit (ASU) are
contemplating moving from Lippits Hill, Essex to Biggin Hill.
Secretary to write to John Horam MP and James Cleverly GLA to ask if
there is any foundation to this rumour.
9. TREE WARDEN
Concern was expressed that a tree outside Walnut Tree Cottage was pruned severely without any planning application. Matter will be raised at the meeting with Patrick Phillips, Head of Parks & Greenspaces.
10. COUNCILLOR BLOOMFIELD
10.1. Meeting is arranged regarding the tree pruning & hanging baskets etc and lack of consultation between departments.
10.2. Vicarage at Cudham. A planning application is awaited regarding the Parish Hall site.
10.3. 17 High Street, Downe. The aviary erected in their front garden is still there over a year after their appeal to retain it failed. Bromley Council will be taking further action.
10.4. The two new stable blocks at the foot of New Road Hill opposite Holwood Farm Cottages are being investigated.
10.5. Bromley Area Action Plan. This plan will take at least 15years to come into fruition. Large areas of the High Street will be redeveloped.
10.6. Bromley College, London Road. The land adjacent in Tweedy Road has been refused planning permission to erect flats on the grounds of design, size and lack of sympathy with the College a Listed Building. An appeal is likely.
10.7. Parking in the Bromley Plan. Councillor stated it is to be discouraged. J.Lambourne felt that parking should be free in town centres to attract business away from out-of-town shopping centres.

The Minutes of the Committee Meeting held on Friday 8th August 2008 at 8pm in Downe Village Hall.

1. Apologies: S.Potter, J.Lambourne and J.Isbell.
2. The Minutes of the previous meeting held on 27th June had been circulated and were taken as read with the amendment to Item 7.7 to read: “Two new enforcement officers – not one”. The minutes were agreed and signed.
3. MATTERS ARISING
3.1. The footpath adjacent to 17 High Street is still not repaired.
3.2. Footpath adjacent to “Little Crowhill”, Rookery Road is
being misused by cyclists and horseriders. Officer of the Council
has visited and could not find evidence of this.
4. CORRESPONDENCE - Borough Briefing
5. LIME TREE SEAT
This has been replaced and we have complained that the old section should have been cleaned. Our offer to clean it has not been taken up by the Council.
6. HANGING BASKETS IN THE CONSERVATION AREA
We requested of the Head of Parks and Greenspaces department if we could have some hanging baskets. A site meeting was held with Nicholas Babb his assistant, who stated the cost would be £80 per basket and there are two to each lamp post. Patrick Phillips, the Head of the Dept had stated that if residents were prepared to maintain the baskets by watering every day, that would be considered our contribution to the partnership. Mr Babb has contradicted this by quoting the cost.
Our Councillor will look into the matter.
7. GREEN ISSUES
7.1. Japanese Knotweed is in the hedgerows at the bottom of New Road Hill. It has been cut down by the road but can be seen on Downe Court Stables land. Our Councillor asked officers to contact our secretary – which they have not done.
7.2. Alison Bolt has left the Countryside Rangers and we have a new person in charge of the Community Orchard, Sarah Adams.
Unfortunately, she states there will be only one cut of the grass,
a conservation cut in September or October. It looks a mess and probably worse than when it was unused allotments.
7.3.The Council will remove a dead tree opposite Captains Croft Luxted Road. (Eventually).
8. POLICE
8.1. Dave Witherspoon reported that saddle marking had been undertaken by the Safer Neighbourhood Team. At least 52 stables were involved.
8.2. Thirty two crimes were reported between 7 July and 7 August. 4 as no crimes, 9 thefts, 4 residential burglaries,2 garage burglaries, 2 thefts involving motor vehicles, 2 assaults, 1 criminal damage, I possession of drugs, 6 domestic incidents and 1 theft from motor vehicle.
8.3. Having attended a Road Safety meeting, DW asked for a response in imposing a 20mph speed limit. Members were divided questioning implementing enforcement.
8.4. Dave Evans drew attention to the dangerous speed of vehicles using Birdhouse Lane.
9. AIRPORT
9.1. Changes in the flight paths approaching Heathrow and Gatwick should not affect Downe.
9.2. DE remarked he saw a helicopter land at Highams Farm and our Councillor stated that if could do so for 28 days a year.
9.3. DW asked why the increase in helicopters in the Luxted area of late. This could not be accounted for.
10. COUNCILLOR BLOOMFIELD
10.1. Downe Baptist Church have consulted over proposed roof changes. Application is awaited.
10.2. Cllr was unable to make a meeting regarding the future of a Vicarage. There were several suggestions by Cudham residents including building the vicarage on the site of the Parish Hall and extending the pavilion in the rec. Meantime the search goes on for a suitable vicarage.
10.3. Grasslands Farm, High Elms Road. Under the terms of their enforcement notice they have 14 days to remove all building materials.
10.4. The developer of Holwood Farm buildings wants to change the approved plans. The outcome awaits.
11. PLANNING APPLICATIONS
11.1. 3 Holwood Cottages, Shire Lane. Another plan has been submitted for part one/two storey side/rear extension.

13. WORLD HERITAGE SITE
13.1. The Steering Committee met on 4 August where we were updated on the progress of the new application. The findings of the special gathering of experts in January has been submitted to the WH main committee at their meeting in Canada. They were accepted in principle but are unlikely to be implemented until 2010.
13.2. The current application proposed for Darwin at Downe must now be redirected towards the scientific side of his work rather than the place he resided and evidence is being gathered to support the areas where Darwin actually carried out his research.
13.3. The Charles Darwin Trust have abandoned the idea of developing Buckston Browne Farm and are now working on the education side with Down House and English Heritage.
13.4 We raised the question of a report that transport costs for
pupils buses to the new BEECHE building at High Elms they are prohibitive and pupils are now using local open spaces near their schools for outdoor study rather than BEECHE.
14. ANY OTHER BUSINESS
14.1. Telephone box at Luxted. – Concern was raised by DE
that there were possible moves to remove the box outside Luxted Farm. Cllr. advised contact with Stewart Clarke to prevent it.
14.2. Our chairman has received a complaint about the large notices at the entrances to the car parks in High Elms Road,
which remind users to safeguard their property when leaving their car. It was felt that the notices are intrusive and could be better designed and displayed in the car parks rather than the entrances. We have attempted to get them removed before to no avail.
14.3. J. Camber informed the meeting that there are plans to celebrate the birth of Charles Darwin by having a special service
in the church on 15th February 2009 at 4.30pm. The Bishop of Rochester will officiate.
14.4. Sunday Teas on 3rd August raised £123.80. The chairman thanked all who helped and contributed.
14.5. The chairman has received information regarding 2 blocks of stables being erected on land adjacent to the footpath opposite Holwood Farm Cottage in New Road Hill. No planning application has been made. Councillor will deal.

1. MINUTES The minutes of the meeting held on 28th April 2008 had been

2. MATTERS ARISING
2.1. The Environment Agency has yet to be contacted regarding the flood risk
classification of Downe on their web site.
2.2. Public footpath between Standard Road and the recreation ground has
been repaired although some cracks need attention. The right of way
between High Street and High Elms Road adjacent to 17 High St is still
outstanding.
3. CORRESPONDENCE
3.1. Notification of new bus stops by Transport for London – There will be no
more request stops, all stops will be compulsory stops. Hail and ride
routes are to be reviewed.
3.2. The new planning application forms are the subject of public consultation
and our secretary has written as the new form no longer gives the existing
and proposed size of development.
3.3. John Horam MP has replied to our letter regarding the sub division of
agricultural land, with a copy of the response from Iain Wright MP.,
Parliamentary under Secretary of State for Communities and Local
Government. He states that the Government has been considering issues
we raised for several years and they have decided in the Planning White
Paper of May 2007 and the Planning Bill that Article 4 approval by the
Secretary of State is not now required. The necessary legislation required
to affect the change will be after the passage of the Planning Bill is
complete.
3.4. Letter received from Judith Cross Chairperson of Darwin Safer Neigh-
bourhood Panel, commenting on our minutes of November 2007 request-
ing they are amended. Our Chairman had responded that as our minutes
were an approved record based on information at the time of the meeting.
Members were critical of the Judith Cross letter.
3.5. Orpington Town Centre Plan – Masterplan for 2010 and beyond. Copies
of the Masterplan Summary were distributed.
3.6. Downe Activity Centre. Application for New Premises License for
Campdowne 2008. Bar facilities required for helpers.
4. POLICE – Dave Witherspoon reports:
4.1. Flytipping of used tyres at 20 Acre Shaw and The Woodfolk site at
Cudham. A Mercedes van, no registration, was spotted in the Sevenoaks
Area which has also been targeted.
4.2. Cherry Tree Lodge Golf Club. Theft of six golf buggies, High Elms theft
of catalytic converter, Green Hill theft of an ornamental bell and 20 Acre
Shaw had its field gate stolen.
4.3. The local Safer Neighbourhood Team met at Eldon Hall for a session of
saddle identification stamping. There are 52 stables in Darwin Ward.
4.4. The volume of Air Fair traffic on the Sunday was horrendous. The matter
will no doubt be the subject of a review for next year. Police presence was
low in the Downe area.
4.5. Road Safety Panel. They would like to see 20mph on all urban roads in
the Borough and have requested a survey. The committees reaction was in
favour but doubted there would be enforcement and therefore questioned
the expense and usefulness.
5. AIRPORT – Derek Powell reports:
Questions have arisen by various parties regarding the existing lease. The
overwhelming opinion is that it should not be altered.
6. VILLAGE HALL
6.1. John Isbell reported the cake stand has been repaired.
6.2. Hire charges will no longer be hourly. In future they will be in sessions.
7. COUNCILLOR PETER BLOOMFIELD
7.1. Grasslands Farm, High Elms Road. There is an enforcement notice
regarding the storage of building materials.
The Certificate of Lawfulness for an Existing Use was refused.
An Untidy Site Notice 215 has been served.
7.2. The recent serious fire at Hangrove is being investigated.
7.3. Enquiries have been made regarding the Baptist Church roof being
changed from a flat roof to a pitched roof.
7.4. Lantana, Birdhouse Lane. Their appeal for extensions has been dismissed.
7.5. Moonrakers, Birdhouse Lane. They are asking for an extra 39 sq. metres
which was difficult to ascertain from the new planning form.
7.6. Church Road, Farnborough. A consultation is underway to make it no
entry from Shire Lane.
7.7. Bob McQuillan continues to be Acting Chief Planner and a new Enforce-
ment Officer will be employed.
7.8. Swimming Pool, Biggin Hill on the Library site. This has achieved
planning permission on the casting vote of the Chairman of Development
Control, Alexa Michael.

that British Telecom are considering removing the telephone kiosk on his
land. Members expressed opposition to any such move as mobile phone
signals are very poor in the area and in most places they are non-existant.
It was a useful for campers at both Greenwich and Downe Activity
Centre.
9.3. Sid Potter reported that the public footpath adjacent to “Little Crow Hill,
Rookery Road was being used by horse riders and motorcyclists.

5.1. PC Cockbain is acting Sergeant during the absence of the PS. We now have a full team
5.2. There is little crime in Darwin Ward but there is crime in the surrounding areas.
5.3. Safer Neighbourhood Panel minutes are on the web and the last ones are for November
5.4. A new ‘Snooper van’ to catch illegal parkers has been introduced.
5.5 The SNP have asked the police Safer Neighbourhood Team to look into the following concerns of residents:
a) Seat belts not being worn by drivers & passengers
b) Using mobile phones whilst driving.
6. AIRPORT The cause of the recent tragic plane crash at Farnborough is being investigated.
7. FEDERATION At their AGM our chairman D.Powell was elected as their Vice Chairman. At their next meeting in May the guest speaker will be the Chief Executive of Bromley Council, Doug Patterson.
8. TREE WARDEN D.Evans expressed concern that Bromley are not replacing street trees like for like and even worse not native varieties.
9. COUNCILLOR BLOOMFIELD
9.1. Re-organisation of council departments is proposed and has yet to be approved by by the Council.
9.2. The Vicarage at Cudham has received delegated approval for conversion into 6 flats.
9.3. Concern over re-routing of the National Air Traffic Scheme should not affect this area. The changes are over North London and Essex.
9.4. Holwood Farmhouse and immediate environs was up for sale on 10th April.
9.5. Hangrove Hill. A new resident has requested a speed restriction in the area.
9.6. Primrose Farm, Jail Lane. This farm has been sold.

insurance, it has come to light that the agency has decided that we live in a flood risk area. It was decided we should try and get this withdrawn due to the height we are above sea level. (Approx. 600 feet).
