I did some game play changes, but these are from the idea blog. And so, on to potential cards.

Winged Great Mouse form.  5 cp.  wererat ace 1/V.   STR+1, COR+2 DEF 0 SPD+2 WIS-0 HP-0 CAP-3*
Play to shift a wererat character into mouse form.  A Character in mouse form may not use humanoid speech, weapons, armor, or items with a CAP greater than 1.  This character gains +2 to perception and +2 to stealth rolls. Characters that are elegable may use a bloodsurge with this form. May communicate through rat chitter.
(NOTE: This needs to be seen as the size of a Miniature Dragon, smaller would not play well. While my version has lower stats, I think it is a better fit in the game this way, and it flys! It is the same CP, I think (no card handy), as the Prime Werewolf 1 that can use Blood Surges.)
 
Gnaw.  1 cp  wererat ace 1/R  
Play in wererat or Vermite forms to allow the user to gnaw through ropes, bindings etc.   GM determines if the wererat can gnaw through something and how long it will take.
 
Squeeky Blast - WereRat Ace 1/F - CP??
While in any WereRat form, user may emit multi-pitched sounds which inflict 2d6+6 subdual damage to all hearing beings within 120' which ignores physical defense. Only WereRats are immune. Earplugs negate damage.
 
Tail Flick - WereRat Ace 0/F - CP??
Independent. Useable only in Giant Rat form or larger. User may target the legs of a melee opponent its size or smaller. Success at +STR vs. +STR causes target to fall to the ground and suffer half its own STR in subdual damage ignoring armor.
 
Summon Rat Swarm - WereRat Ace 1/* - CP??
User may mentally call forth D6+6 rats per 100 CP (rounded down) of the character which arrive in D3 rounds and swarm a single target. Each Rat has 4 HP. Target takes 1 HP damage for each rat in the swarm ignoring physical defense. Rats will flee once half their numbers are lost.

Wax Plugs - Item - 2 GP
A pair of one-use bee's wax ear plugs. Plugs must be warmed for 1 round before inserting to ensure a good fit. User cannot hear or use auditory perception while wearing wax plugs. May be inserted or removed as an independent.

Wererat Ace: 4 CP, */*
Use in Wererat or Vermite Form.  Allows the user to consume garbage (or other material, working on this at work) to give him strength.  For every round the wererat eats, he heals 2d6+5 HP.  To eat, you must spend your action and movement.
 
"Digger" 2 CP, 1/*
Use in wererat Form of Vermite Form, allows the user to dig a small hole that he can hide in, giving him a +4 DEF while in there.  The user may shift down and fire from the cover.
