How to make a spotlight.

Next add a cylinder from the tools panel.
Also add a cube to the end of the cylinder.
Make sure you are using a reference shape so you can tell how big to make it.
To make the interior of the spotlight first move the two pieces apart. Create a duplicate of the cylinder and move it so that it intersects with the cube. Add another cylinder to the scene slightly smaller than the first one. Make sure it is inside the first cylinder but one side is sticking out while the other is not.
Next select the cylinder intersecting the cube. Press CSG Subtract (under Tools panel/Modify)
and then delete the selected cylinder. Then select the cylinder intersecting the interior of the first cylinder and do the
same. Select all of the pieces of the cube and move them back to the front of the spotlight. I went ahead and textured
these brushes. You can use a texture of your own or use this one which i made as a simple black texture.
Spotlight Texture
Add the stand next/something to hold it. Create 2 cubes and place them along side the spotlight about midway.
To make it look more like a spotlight make it slanted at a 45 degree angle.
Select everything except the stand (the two cubes on the sides) and rotate
it using.
