Mr. Waters obtained his Juris Doctorate and Bachelor of Law degrees from Texas Southern University in 1967. He is a member of the Texas and Nevada Bars and the Nevada Trial Lawyers Association. He is the only Nevada member of the Owners Counsel of America, an association of attorneys representing landowners in eminent domain actions. He has represented landowners in eminent domain actions in Nevada and across the country for more than 35 years. Practicing primarily in the area of eminent domain law, he has handled over 250 eminent domain cases and has presented over 60 of these cases to juries in Nevada. His representation of landowners in Nevada courts has resulted in landmark opinions protecting landowners’ rights and record recoveries for his clients. He has co-chaired several CLE International seminars on eminent domain and has presented eminent domain issues at these seminars. Mr. Waters further authored Nevada Property Owners Bill of Rights (PISTOL).
