CONSTITUTION
Camden Schools Sports Federation
1 Name	
The organisation will be called the Camden  Schools Sports Federation(CSSF) 
2 Aims and Objectives	
The aims and objectives of the CSSF will be:

	to offer spectator, coaching and competitive playing opportunities in a variety of sports/leisure and health-related activities
	to provide integrated (where appropriate) sporting/leisure opportunities for all involved
	to promote the CSSF within the community of Camden 
	to ensure a duty of care to all members of the CSSF
	to provide all its services in a way that is fair to everyone
	to ensure that all present and future members receive fair and equal treatment
	To provide organised sporting events for children in conjunction with and as an extension to the school curriculum.
	To build confidence and self-esteem in individual athletes.
	To develop co-operative skills in the context of team sports.
	To create good sportsmanship and the demonstrate fair play.
	To gain enjoyment from competition against a variety of schools and to appreciate the abilities and sportsmanship of others.
	To improve children’s skills and knowledge of a variety of individual and team sports.
	To demonstrate good behaviour on and off the pitch.
	To develop the coaching qualifications and skills of adults and teachers involved in the CSSF.
	To introduce children to new and varied sports
3 Membership
Membership should consist of officers and members of the CSSF.
Membership of the to the CSSF is open to all Camden Secondary Schools. All schools that are not members will be offered an opportunity to join at the beginning of each new academic year. Schools who are not members will be allowed to take part in events on a one off bases. These schools will be encouraged to join the CSSF as full members.

All members will be subject to the regulations of the constitution and by joining the CSSF will be deemed to accept these regulations and codes of conduct that the CSSF has adopted.

Members will be enrolled in the following category:

Full member (schools)
Associate Member (clubs, coaches, volunteers)

Membership fees (full member only) will be set annually and agreed by the Executive/ Management Committee or determined at the Annual General Meeting. 

Fees will be due annually, due 1st September
4 Officers of the CSSF
The officers of the CSSF will be:

Chair
Vice Chair
Secretary
Treasurer
Fixtures Secretary ( optional )
Publicity/Marketing Officer ( optional )

Officers will be elected annually at the Annual General Meeting.  All officers will retire each year but will be eligible for re-appointment.
5 Committee
The CSSF will be managed through the Management Committee consisting of the above four or six members. Only these posts will have the right to vote at meetings of the Management Committee.

The Management Committee will be convened by the Secretary of the CSSF and will hold no less than three meetings per year.

The quorum required for business to be agreed at Management Committee meetings will be three from the six identified above/2 from the 4 identified above.

The Management Committee will be responsible for adopting new policy, codes of conduct and rules that affect the organisation of the CSSF.

The Management Committee will have powers to appoint sub-committees as necessary and appoint advisers to the Management Committee as necessary to fulfil its business.

The Management Committee will be responsible for disciplinary hearings of members who infringe the CSSF rules/regulations/constitution. The Management Committee will be responsible for taking any action of suspension or discipline following such hearings.
6 Finance
All CSSF monies will be banked in an account held in the name of the Camden  Schools Sports Federation.

The Treasurer will be responsible for the finances of the CSSF.

The financial year of the CSSF will end on 31st March.

An audited statement of annual accounts will be presented by the Treasurer at the Annual General Meeting.

Any cheques drawn against CSSF funds should hold the signatures of the Treasurer plus up to two other officers.
7 Annual General Meetings
Notice of the Annual General Meeting (AGM) will be given by the CSSF Secretary. Not less than 21 clear days’ notice to be given to all members.

The AGM will receive a report from officers of the Management Committee and a statement of the audited accounts.

Nominations for officers of the Management Committee will be sent to the Secretary prior to the AGM.

Elections of officers are to take place at the AGM.

All members have the right to vote at the AGM.

The quorum for AGMs will be 25% of the membership.

The Management Committee has the right to call Extraordinary General Meetings (EGMs) outside the AGM. Procedures for EGMs will be the same as for the AGM.

	The business of the Annual General Meeting shall be to:

♣	Confirm the minutes of the previous Annual General Meeting and any General Meetings held since the last Annual General Meeting.
♣	Receive the audited accounts for the year from the Treasurer.
♣	Receive the annual report of the Committee from the Secretary.
♣	Elect the Officers of the CSSF (i.e. Chairperson; Secretary; Treasurer and other General Committee Members).
♣	Review CSSF subscription rates and agree them for the forthcoming year.
♣	Transact such other business received in writing by the Secretary from Members 14 days prior to the meeting and included on the agenda.
♣	Set dates for events for the up coming year.
♣	Discuss any new initiatives for the up coming year.  

	At all General Meetings, the chair will be taken by the Chairperson or, in their absence, by the Vice Chairperson, by a deputy appointed by the CSSF or by Full Members attending the meeting.

	Decisions made at a General Meeting shall be by a simple majority of votes from those Full Members attending the meeting. In the event of equal votes, the Chairperson shall be entitled to an additional casting vote.
8 Discipline and Appeals
All complaints regarding the behaviour of members should be submitted in writing to the Secretary.

The Management Committee will meet to hear complaints within 14 days of a complaint being lodged. The committee has the power to take appropriate disciplinary action including the termination of membership.

The outcome of a disciplinary hearing should be notified in writing to the person who lodged the complaint and the member against whom the complaint was made within 10 days of the hearing.

There will be the right of appeal to the Management Committee following disciplinary action being announced. The committee should consider the appeal within 10 days of the Secretary receiving the appeal.
9 Dissolution
A resolution to dissolve the CSSF can only be passed at an AGM or EGM through a majority vote of the membership.

In the event of dissolution, any assets of the CSSF that remain will become the property of the Camden School Sports Federation.
10 Amendments to the Constitution 
The constitution will only be changed through agreement by majority vote at an AGM or EGM, convened with the required written notice of the proposal. Any alteration or amendment must be proposed by a Full Member of the CSSF and seconded by another Full Member. Such alterations shall be passed if supported by not less than two-thirds of those Full Members present at the meeting, assuming that a quorum has been achieved.

11 Declaration
The Camden  School Sports Federation hereby adopts and accepts this constitution as a current operating guide regulating the actions of members.
