Steps to Implement Delivery of Total First Aid Package
The plan requires a single cargo aircraft at an Air First Aid regional centre, to airlift a complete, self contained first aid package to an airfield closest to a site of a natural disaster.  The complete package includes a fleet of ultralight aircraft, pilots, support crew, and relief supplies.
 
 
Central Organization
 
Establish central organization for Air First Aid with the following objectives:
 
  1. Customize the existing ultralight design for first aid delivery work.
 
  1. Develop a network of regional centres around the world.
 
  1. Facilitate communication between relief coordination and AFA centres.
 
  1. Develop pilot training programs for specific kinds of airborne relief work.
 
  1. Develop procedures for rapid deployment in conjunction with established aid organizations.

Air First Aid
Primary Mission
Each Air First Aid centre of operation would maintain a fleet of identical ultralight rescue aircraft.  
 
Volunteer pilots will be enlisted and trained for emergency relief work. Air First Aid pilots would build a proficiency for the rapid deployment of equipment and supplies when an emergency is declared.
 
The perfect working model for Air First Aid is the successful work of North American community fire stations and their trained volunteer firemen.
 
Air First Aid – Secondary Mission
As a secondary objective, volunteer personnel at each Air First Aid Centre can be involved in local conservation and environmental research and monitoring initiatives.
 
During training exercises they would also perform these duties with an air-borne perspective and capability; i.e. wildlife surveys, migrations and pollution monitoring.  This serves both environmental and conservation concerns while alternating with training for deployment and emergency first aid.
 
Regional Centres
 
At each established regional centre, Air First Aid will enlist experienced volunteer ultralight pilots and train them in emergency relief work.  When a natural disaster occurs, the centre closest to the scene would dispatch a cargo aircraft containing a fleet of ultralight aircraft, personnel, and appropriate supplies. Other centres may be called upon to provide assistance as well.  The regional centres would be maintained by local personnel familiar with the terrain, language, and customs for the region.
