Referral and Evaluation Process The Cooke Center is a contracted evaluator for the New York City Department of Education.  In this role, Cooke staff assists parents in negotiating complex special education processes.  Cooke also formally assesses a child’s functioning in domains of concern:  Cognition, Speech and Language, Fine and Gross Motor Functioning, Social Skills, Daily Living Skills, Academic Performance, and Behavioral and Emotional Functioning.  Cooke attends CPSE meetings with parents and advocates on the child’s behalf when developing their educational plans.
