Since 1997, Claude has attended essentially all meetings of the Woodlands Township, most meetings of the two resident associations and their joint meetings, all Township and association budget meetings, manyVillage Association meetings and meetings of the Development Review and Residential Design Review Committees. He also frequently attends meetings of Woodlands Municipal Utility Districts, The Woodlands Joint Powers Authority and Legislative sessions in Austin, Texas. For the last several years, Claude represented residents of The Woodlands at many Chamber functions and meetings. He also attended biannual statewide meetings of the Association of Water Board Directors to learn and stay current on new technologies and means of better handling our water supply, waste water and drainage issues. Having served as an elected Director serving all of the population of The Woodlands on four major boards and over one-half the population on five boards, Claude believes that his being familiar with all aspects of our local governance and participating full time is his responsibility to those he is privileged to serve. In preparation for our future of self governance, he believes he must continue to remain familiar and involved with all aspects of our local governance.
Claude has actively participated in the planning process for our governance for more than thirteen years. He supported and lobbied for legislation in 1999 through 2005 that would have allowed The Woodlands to simply vote to escape future annexation by Houston and Conroe. It became evident that such legislation was not likely to pass as essentially every city in Texas, and legislators who represented those constituents, opposed such laws. In accordance with resident input, a different approach was passed unanimously during the 1997 legislative session and refined in the 1999 session. That legislation is the basis for our success in having an opportunity to form our own local government, without threat of future annexation.
Claude remains committed to the residents of The Woodlands voting to determine their own future permanent form of government by 2057 as allowed by our enabling legislation and agreements neighboring cities including Houston and Conroe.
